영국 지자체연합(Combined Authority)에 대한 재고찰
본 연구는 지역발전의 성장엔진으로서의 도시(Cities as a growth engine) 역할에 주목하고 이를 견인할 수 있는 도시지역권에 대한 심도있는 이해를 위하여 2010년 이후 본격적으로 추진된 영국의 지자체연합(Combined Authorities)에 대한 분석을 목적으로 한다. 이를 통하여 도시지역권의 지속가능한 성장은 위로부터의 행정적 통합을 전제로 이루어지기보다 지역의 특성과 제도변화를 중심으로 한 참여도시들 간의 역동적인 정책결정 결과물이라는 점을 제시한다. 영국의 지자체연합은 2012년 이후 잉글랜드 지역의 분권화 과정에서 중앙과 지방정부 간 도시협정(City Deals)을 통해 10개의 도시지 역권을 형성하여 지역경제발전 이니셔티브를 추진하고 있다. 그러나 잉글랜드 지자체연합 의 형성을 이해하기 위해 다음을 고려해야한다. 우선 잉글랜드 지역의 10개 지자체연합은 지역의 모든 도시가 이니셔티브를 독자적으로 창출하여 지자체연합을 형성하는 것이 아닌 거대 도시를 중심으로 한 도시의 연합체이다. 동시에 지자체연합의 형성에는 중앙정 부의 강력한 균형개발정책의 영향이 있으며, 지역의 경제재생력을 높이기 위한 핵심 행위자로 거대 도시가 중심이 되고 있다는 특징이 있다. 또한 지자체연합의 형성과정은 도시협정(City Deals)을 통한 중앙과 지방정부 간의 협상을 통해 가능했다는 점을 보여준 다. 도시협정의 경우 또한 모든 도시들이 협정과정에 참여하는 것이 아니며 협정 과정에서 지방으로의 권한 이양이 최종 거부되는 사례가 발생하는 등 각 지역마다 통일된 권한이양과 정이 존재하지 않는다는 점을 고려할 필요가 있다.
Rethinking Combined Authorities in the UK
This study aims to analyze the UK's Combined Authorities, which have been promoted in earnest since 2010, in order to focus on the role of cities as a growth engine for regional development and to gain a deeper understanding of the urban easements that can drive it. It suggests that the sustainable growth of urban easements is not predicated on administrative integration from above, but is the result of dynamic policy-making among participating cities centered on local characteristics and institutional changes. In the UK, as part of England's decentralization process, which has been in full swing since 2012, the UK's Local Government Association has formed 10 city regions through City Deals between central and local governments to promote local economic development initiatives. The UK Local Government Alliance is being viewed as a useful model for revitalizing underdeveloped local economies around sprawling urban areas. This is a significant development that could correct longstanding criticisms of the slow decentralization process in England's regions. However, in order to understand the formation of the English Local Government Alliance, a few points need to be considered. First of all, the 10 municipal federations in the English regions suggest that not all cities in the regions form municipal federations by generating initiatives on their own. At the same time, the formation of local government alliances is influenced by a strong central government balanced development policy and is characterized by the centralization of megacities as key actors to increase the economic regeneration of the region. The formation of local government alliances is also made possible through negotiations between central and local governments through City Deals. In the case of City Deals, it is also necessary to consider that not all cities participate in the deal process and that there is no uniform devolution process in each region, as there have been cases where the final transfer of powers to local governments was rejected during the deal process.
