In Korea, the minimum age for voting and affiliating with political parties has been lowered to 18 and 16 years of age. Hence, there now exists demand for institutional improvements so that students can participate in political party activities while still being enrolling in school. Moreover, there is also growing demand for educational programs that raise interest in politics and promote political participation. One representative program promoting political communication and interest in politics and elections is the Voting Advice Application (VVA). The most widely used app around the world for comparing political party policies is Germany's Wahl-O-Mat, which has been operated by the Federal Agency for Civic Education since 2002. Wahl-O-Mat makes it easy to compare the policies and positions of each party on major political issues, and informs voters about which of the parties best matches the user’s own political tendencies. Furthermore, Wahl-O-Mat is contributing to the accumulation of political knowledge beyond the matching function between political parties and voters by raising voters' general interest in politics and elections. Finally, Wahl-O-Mat enhances political participation reinforcing voter turnout in Germany. This article analyzes the case of the Wahl-O-Mat and draws implications for Korea. Section 2 provides theoretical background while section 3 examines the current status of party policy comparison applications. Section 4 analyzes the progress of Wahl-O-Mat in calculating the rate of matching between voters and political parties, and examines implications for Korea.
