한국에서의 직업교육 활성화 방안에 관한 연구 : 독일과 한국의 아우스빌둥(Ausbildung) 프로그램 운영사례를 중심으로
독일은 전문화된 산업구조 중심으로 발전되어 있는 국가이다. 그러나 저출산·고령화 현상의 심화로 인한 노동인구 감소 문제와 전문인력 부족현상을 지속적으로 경험하고 있다. 이에 독일은 내부적으로는 직업교육을 강화하고, 외부적으로는 외국의 전문인력을 적극적으로 도입함으로써 그 해결책을 찾고 있다. 독일은 직업교육에 있어 제도화를 성공적으로 정착시킨 국가이며, 직업학교와 기업현장에서 직업교육을 병행하는 이원적 직업교육제도가 그 어느 나라보다도 활성화되어 있다. 이에 한국에서는 2017년부터 독일식 직업교육(Ausbildung) 프로그램을 도입하여 운영하고 있다. 이러한 배경 하에서 본 연구는 독일과 한국에서 운영되고 있는 아우스빌둥 프로그램을 비교·분석하고자 한다. 이를 위해 교육과정, 아우스빌둥 운영 현황을 분석하고, 한국에서의 직업교육이 활성화될 수 있는 방안을 마련하고자 한다. 더불어 독일의 전문교육기관에 진학하기 위한 현실적인 방안도 제시하고자 한다. 이 연구의 결과는 한국사회가 경험하고 있는 노동인구 감소와 전문인력 수요 증가뿐만 아니라, 새로운 교육방식과 해외 진출에 대한 관심 등 직업교육을 둘러싼 다양한 문제들에 대한 하나의 해결책으로써 전문교육의 중요성을 환기시킬 수 있을 것으로 기대된다.
A Study on the Vocational Education Revitalization in Korea : Focusing on the Operation Cases of the Ausbildung Program in Germany and Korea
Germany is a country developed around a specialized industrial structure. However, Germany continues to experience the problem of a decrease in the labor force and a shortage of professionals due to the intensification of the low birth rate and aging phenomenon. Germany is looking for a solution by strengthening vocational education internally and actively introducing foreign professionals externally. Germany is a country that has successfully established institutionalization in vocational education, and a dual vocational education system that combines vocational education in vocational schools and business sites is more active than any other country. Accordingly, in Korea, the German Ausbildung program has been introduced and operated since 2017. Based on this background, this study aims to compare and analyze Ausbildung program operated in Germany and Korea. To this end, this study analyzes the current status of the curriculum and the operation of Ausbildung program, and attempts to prepare a plan to activate vocational education in Korea. In addition, this study presents a realistic plan for entering Ausbildung program in Germany. The results of this study are expected to be able to recognize the importance of professional education as a solution to various problems surrounding vocational education such as a decrease in the labor force and an increase in the demand for professional manpower, interest in new educational methods.
