A democratic political culture is premised on the democratic state, which requires citizens with democratic qualities. In particular, voluntary participation in social issues and mature citizenship lead to solidarity between the state and civil society. This political consciousness of civil society may be possible through democratic citizenship education. Therefore, this democratic citizenship education is a prerequisite for maintaining a sustainable democratic system. The democratic citizenship education in Germany fostered its democratic citizens. After the national unification, this democratic citizenship education helped East Germans assimilate to West German liberal democracy. In other words, democratic citizenship education played a leading role in creating the foundation for internal unification by resolving conflicts and divisions between residents of East and West Germany after the unification. In particular, the most important role in the unification process of these countries was the institutional function and role of the federal and state education institutions institutionalized by the autopoiesis. In the future, this case in Germany is providing meaningful institutional implications for Korea in the context of the establishment of the Democratic Citizenship Education Ordinance at 38 school boards and local governments. Therefore, this study intends to analyze the institutional role of democratic citizenship education in German national unification process and to present policy implications that these systems can provide to us in the unification process on the Korean Peninsula.
