그뤼네스 반트(Grünes Band), 냉전의 경계선을 생명과 평화의 공간으로 : 독일 통일 후 그뤼네스 반트의 발전 과정과 정책 현황
독일의 그뤼네스 반트는 우리의 DMZ를 생태적 평화의 공간으로 전환하기 위해 반드시 참고해야 할 선례이다. 베를린 장벽이 무너지고 30년이 지난 지금, 과거 냉전의 경계선은 그뤼네스 반트라는 생명과 평화의 공간으로 탈바꿈되었고, 현재는 독일의 가장 큰 생태 축이자 유럽 최대의 자연보호 프로젝트로 발전되었다. 30년 전 “자연보호로 하나가 된” 동서독 자연·환경보호자들의 비전이 마침내 현실이 된 것이다. 이러한 전환의 과정에서 연방정부와 주정부 그리고 시민사회를 포함한 관련 정책 행위자들이 모두 참여하는 “대화의 과정”은 사회적 합의와 수용성을 확보하기 위해 매우 필수적인 요소로 강조되었다. 본 논문은 그뤼네스 반트 정책의 결정과 이행 과정을 다층적 거버넌스(multi-level governance)의 관점에서 살펴보면서, 독일 최대의 환경단체인 분트(BUND)를 중심으로 정부와 시민사회 간의 수평적 상호작용의 중요성을 규명해 보고자 한다. 특히 사례 연구로서 그뤼네스 반트의 반 이상을 차지하고 있는 튀링엔(Thüringen) 주정부의 그뤼네스 반트 정책 수립 및 이행 현황을 살펴봄으로써, 향후 우리 접경지역 지자체의 발전계획 수립과 추진에 있어 유의미한 정책적 함의를 도출하고 이를 적절히 활용할 수 있길 기대한다.
The German Green Belt, from a dividing line of the Cold War to a space for life and peace : The development process of the German Green Belt after the reunification of Germany and its current policy landscape
The German Green Belt is a precedent for us to turn our DMZ into a ecological space for peace. Thirty years after the collapse of the Berlin Wall, the border of the Cold War has been transformed into a space of life and peace called the Green Belt and developed into Germany's largest ecological axis and Europe's biggest nature conservation project. Thirty years ago, the vision of nature and environment conservationists, who became united in nature conservation, finally turned into a reality. In the course of this transition, the "process of dialogue", in which all relevant policy actors, including the federal and state governments and the civil society, are involved, has been emphasized as an essential element in ensuring social consensus and acceptance. This paper examines the decision-making and implementation processes of the Green Belt policy from the viewpoint of multi-level governance and then identifies the importance of horizontal interactions among various policy actors.
