독일의 이주통합정책에 관한 연구동향과 함의
이 글의 목적은 독일의 사례를 중심으로 하여 이주통합정책에 대한 연구동향을 살펴보고 전망과 함의를 탐색하는 데 놓여 있다. 본고에서 강조하고자 하는 사항 은 다음과 같이 몇 가지 명제로 정식화하여 제시할 수 있다. 첫째, 사회적․정치적 논의에서 통합의 개념과 동화의 개념을 혼동하지 않도록 유의할 필요가 있으며, 사회통합이 제대로 이루어지기 위해서는 이주민과 정주민(혹은 주류사회) 양쪽 모두가 나름대로 안고 있는 책무를 적절하게 수행해야 한다. 둘째, 이주통합정책 을 둘러싼 최근의 논쟁과 갈등은 우선 여론조사의 결과를 통해 살펴볼 수 있으며, 특히 평행사회의 개념과 머리 스카프를 둘러싼 토론에서 확인할 수 있다. 셋째, 이 주통합정책에 대한 전망과 함의에 대해 지적하자면, 다문화주의 모형의 적실성에 대한 검토가 요청되며, 환영문화와 인정문화의 활성화 방안과 더불어 다양성관리 의 활성화 방안을 모색할 필요가 있으며, 사회통합을 위한 스포츠의 기여방안에 대한 관심이 요청된다. 넷째, 독일의 사례를 참고하면서 앞으로 이주통합정책의 방향을 설정하고 적절한 조치를 강구하는 데 있어서는, 누가 사회통합의 대상이며, 누가 우리에게 속하는가와 같은 기본적인 질문에 대하여 적절한 답변과 정책․조치 를 탐색해야 하며, 이것은 이주해 들어온 사람들과 더불어 그들을 포함한 사회 전 체가 떠맡아야 할 과제라는 점에 유의해야 한다.
Discourse on Migration and Integration Policy in Germany and its Implications
The purpose of this paper is to share the findings of a study that focused on recent discourse on migration/integration policy in Germany and its implications. To achieve the aim, this article identifies following themes: theoretical basis of migration/integration policy, controversy and conflict over migration/integration policy, and future perspectives and implications of migration/integration policy. The bottom line of this study can be formulated as follows: First, one should not confuse the concept of integration with that of assimilation, and it is also necessary in this context to realize the significance of mutual responsibility of migrants and mainstream society. Second, the recent controversy and conflict over migration/integration policy can be identified in the first place relying on the results of relevant public opinion polls, and also especially analyzing the debates upon the themes relating to parallel society and head scarf. Third, regarding the future perspectives and implications of migration/integration policy, we need to pay more attention to practical approaches, which may contribute to activating welcome/recognition culture and diversity management. Fourth, we should also try to search for relevant policies and measures in response to a set of basic questions such as “whom we will integrate (or not)?”, “who belongs to us?”, and that both from the viewpoint of migrants and from that of the whole society including them.
