Inequality and poverty are the problems not only for the nations but also for the cities. It is because inequality and poverty concentrate in the cities where the majority of people reside. This paper aims to analyze the level of inequality and poverty in Berlin, Paris and London which are the metropolitan cities in Europe and the citizens’ attitudes toward the welfare and life satisfaction. Lastly, this paper analyzes what strategies were taken to alleviate the poverty in these metropolitan cities. European Social Survey (ESS) 8 data is used for analysis. The cities’ different welfare systems in Berlin, Paris and London are based on their different welfare systems at the national level. Germany and France have conservative corporatist welfare system, while Britain has a liberal welfare model. Historical factors are determinants of their national welfare system. As for the metropolitan cities’ strategy, they have implemented the participation of citizens: ‘Berlin Strategy’ for Berlin, ‘Participation Budget’ for Paris, and ‘London Plan’ for London. The initiatives implemented by these cities are ‘Joint future’ for Berlin, ‘Paris Convention against Exclusion’ for Paris, ‘Equal Life Chances for All’ for London. In Europe, although Etat still plays an important role in welfare, it is the Metropolitan cities which is also active in welfare delivery.
