틈새정당과 정당민주주의 : 독일의 경우
본 연구의 목적은 틈새정당의 출현과 성장이 정당민주주의의 진전에 미친 영향을 밝히는 것이다. 사례 연구 대상은 독일이다. 틈새정당이란 기존 주류 정당과 다름을 추구하면서 정당 경쟁에서 유의미한 지지율을 확보하여 제도권 내에 진입한 소수 정당을 말한다. 정당학자들 사이에서 독일은 ‘안정적인’ 정당정치를 유지하는 나라로 분류된다. 때문에 독일의 정당체제를 지극히 정적(static)으로 설명하는 것이 일반적이다. 하지만 이는 사실에 부합하지 않는다. 독일의 정당체제는 역동적인 변화를 겪어 왔고, 최근 들어 그 속도는 더욱 가속되고 있다. 틈새정당의 득세는 이제 독일 정치의 일반적 현상이 되었고, ‘불안정’을 재촉하는 결정 요인으로도지목되고 있기에 독일 정당정치에 관한 연구의 핵심으로 부상했다. 정당민주주의에 대한 독일의 촘촘한 제도와 운영 현실과의 간극 그리고 정치 환경의 변화 속에서 정당민주주의를 보다 더 발전시키고자한 틈새정당들의 노력은 지속돼 왔다. 틈새정당은 공통적으로 기존 ‘정당민주주의’에 대한 비판에서 출발했다. 때문에 틈새정당들의 노력은 ‘더 많은 정당민주주의’의 필요성을 확산시키는 원동력이 되었다. 틈새정당들이 선점한 정당민주주의 관련 ‘미래주제들’은 대중적 지지가 확산되는 과정을 거치면서 기성 정당도 적극적으로 수용하는 경로를 밟았다. 결국 독일정치에서 더 많은 정당민주주의를 가능하게 하고, 이를 이끈 주역은 틈새정당이었던 셈이다. 정당 경쟁의 틀에서 틈새정당이 기여한 점을 보다 미시적인 수준에서 입증하는 작업은 이후의 연구 과제로 남긴다.
Niche Party and Party Democracy : the Case of Germany
This study aims to look into the impacts of the growing niche parties on the party democracy. The case of the study is Germany. Niche party can be defined as a minor party which managed to obtain meaningful number of votes with different political stance from the major parties and be therefore admitted into the established party system. Political Scientists regard Germany as a country of ‘stable’ party politics. In general, party system of Germany deemed as static by majority of political scientists. However, it is not true to the fact. Party system in Germany has gone through rapid changes. These changes become faster than ever in recent times. The rise of the niche parties is now a general phenomenon of the German politics. It is regarded as one of the crucial causes for the ‘instability’ of the German politics. Therefore, it becomes the main topic of the study of the German party politics. Niche parties’ efforts to develop party democracy persist in the middle of gap between well defined institutions and management reality of the party democracy as well as changes in the political environment. Niche parties share common point of departure in their stance against the established ‘party democracy’. Thanks to their efforts, necessity for the ‘more party democracy’ was enhanced. Niche parties become the first mover of the so-called ‘future themes’ and these are widely supported by the public and eventually being accepted by the established parties. After all, it was niche parties enabling more democracies in the German politics. Micro-level study on the niche parties’ contributions to the party democracy in the framework of party competition leaves to the further study.
