This paper compares and analyzes government measures of Germany and Japan related to the employment situation and supply and demand forecast of the nursing care workforce resulting from population aging and changes in family structure. Based on the findings, it then provides suggestions for Korea. The contents of the study are structured as follows. First, it examines the development of the concept of long-term care needs and the characteristics of nursing care services . Next, it surveys the employment status of the nursing care workforce, its supply and demand forecast, and the social images of the occupation in Germany and Japan. It simultaneously compares and analyzes the commonalities and differences of the measures and policies in both nations in view of the reduction of manpower, prevention of manpower turnover , and implementation of employment promotion programs. In Korea, where the institutional basis of Long-Term Care Insurance is still weak, a concrete plan needs to be developed by referring to relevant policies and measures in Germany and Japan for securing qualitative human resources and strengthening home care services.
