독일 Industrie 4.0의 특징 : 노동 4.0을 중심으로
2016년 다보스 포럼을 통해 4차 산업혁명은 국제적 화두로 제기되었다. 그러나이미 독일에서는 4차 산업혁명이라 할 수 있는 Industrie 4.0이 2011년 하노버 박람회를 통해 공식화되었고 2012년 독일 연방정부 정책의 일환으로 추진되었다. 4 차 산업혁명을 주도할 핵심적 기술로 제시된 내용과 독일의 Industrie 4.0이 강조하고 있는 기술적인 측면은 동일하다. 이러한 차원에서 Industrie 4.0은 분명 독일의 4차 산업혁명이다. 그러나 독일은 4차 산업혁명을 추진함에 있어 기술에만 의존하지 않고 있다. 독일은 자신의 강점인 제조업과 4차 산업혁명의 핵심이라 할수 있는 사이버물리시스템을 접목시켜 국제 경쟁력을 확대, 유지하고자 한다. 그리고 이 과정에서 추진 주체들을 노동자, 시민으로 확대하며 그 전략 또한 기술에만 집중하는 것이 아니라 사회, 경제적 시스템의 정비에 두고 있다. 이러한 결과물이 바로 노동 4.0이다. 독일은 이러한 노동 4.0의 성공이 Industrie 4.0의 성공을위한 전제조건으로 보고 있다. 이는 노동 없는 4차 산업혁명이 아닌 노동과 함께하는 4차 산업혁명이라 할 수 있다. 바로 이러한 점이 지구상 그 어느 나라 못지않게 4차 산업혁명의 열기가 가득한 대한민국에게 주는 시사점이라 할 수 있다.
Germany's Fourth Industrial Revolution through Labor 4.0
Through the Davos Forum in 2016, the Fourth Industrial Revolution was raised internationally. However, Industry 4.0, which is already known as the fourth industrial revolution in Germany, was formulated at the Hannover Fair in 2011 and was promoted as part of the German Federal Government's policy in 2012. The technical aspects that emphasize in German Industry 4.0 are the same as those presented as key technologies that will lead the fourth industrial revolution. At this level, industry 4.0 is definitely the fourth industrial revolution in Germany. However, Germany does not depend on technology alone in promoting the fourth industrial revolution. Germany intends to expand and maintain its international competitiveness by combining its strong point of manufacturing with the cyber physics system, which is the core of the fourth industrial revolution. In this process, we are expanding the promoters to workers and citizens, and the strategy is not focusing on technology, but on improving social and economic systems. This result is Labor 4.0. Germany sees the success of Labor 4.0 as a prerequisite for the success of Industry 4.0. This is not the fourth industrial revolution without labor, but the fourth industrial revolution with labor. This is an implication for South Korea, which is filled with the heat of the Fourth Industrial Revolution as much as any other country on earth.
