독일 정당의 재정수입 구조 및 비교 : 정치자금 원칙의 관점에서

본 논문은 독일 주요 정당의 재정수입 구조를 정당자체수입, 국고보조금, 원내교섭단체, 정당재단 등 4가지 영역을 대상으로 재원수입 통계자료 현황을 중심으로 조사하였다. 지난 5년간 누적금액의 총액에 나타난 항목별 규모를 보면 정당재단(47%), 정당자체수입(30%), 국고보조금(15%), 원내교섭단체(8%)의 순으로 나타난다. 정당자체수입은 당비, 기부금, 기타수입 등의 비중 순서로 구성되고 있다. 아울러 정당과 관련된 정치자금의 지원이 정당 자체보다 오히려 정당재단에 더욱 많이 이루어지는 특징이 있다. 정치자금 원칙과 관련하여 독일은 정당중립성 원칙 및 이를 구현하는 상대상한제의 원칙을 통해서 정당에 대한 국고지원은 정당 자체수입금액의 50% 수준에서조절하고 있다. 동시에 기회균등의 원칙을 통해서 국고지원금은 거대정당 이외에도 원내 군소정당 및 원외정당에게도 배분되고 있다. 그리고 원내에 진출한 정당에 대해서는 원내교섭단체지원, 정당재단에 대한 지원이 있기 때문에 원내에 진출한 주요 정당들은 국가로부터 많은 지원을 받게 된다. 이는 현대 독일 정당정치가 5개 내외 정당을 중심으로 과점적인 형태를 유지하도록 하는 요인이기도 하다. 한국과 비교하면 정당중립성의 원칙은 양국에 유사한 비율로 구현되고 있다. 반면에 기회균등의 원칙에서 한국의 정치자금이 양대 거대정당에게 집중되어 있어서 양국에 차이가 있다. 독일 정치자금에서 가장 큰 비중을 차지하는 정당재단 지원은 정당 발전에 필요한 간접적인 제도 기반을 형성하는 지원수단 임을 참조하면 한국의 정당 정책연구소 역할과 지원방식을 개선할 필요가 있다.

A Study on the Financial Income Structure of German Political Parties : a comparison and its implications

This paper examines the financial income structure of major political parties in Germany, focusing on the financial income statistics in four areas: party’s self-generating income, state subsidy for political parties, fraction subsidy, and party foundations. Based on the figures from the past five years, it has been identified that the financial income for major political parties have come from party foundation (47%), party’s self-generating income (30%), state subsidy (15%) and fraction subsidy (8%). Sources of each party’s self-generating income include membership fees, donations, and others. The proportion of party’s self-generating income to state subsidy for political parties has been adjusted to a ratio of 2:1. Based on the principle of equality of opportunity, not only large parties, but also small parties can benefit from the state subsidy. However, major parties that have been successful in constituting the parliament have additional income streams in the form of fraction subsidy and party foundations. Therefore, the major parties have received more supports from the state. This is an important factor that makes the modern German party politics keep its oligopolistic structure comprising 4 ~ 5 parties. From a comparative perspective, the principle of party neutrality can be said to have maintained at a similar rate in both Germany and Korea. On the other hand, in respect of the principle of equality of opportunity, Korea's political funds tend to be heavily concentrated in the two largest political parties, which needs to be improved. Finally, the support of the political party foundations in Germany has enabled the country to build up an institutional capacity for effective party activities. Korea needs to improve the current system of party research institutions.
