독일의 노동자 정신건강과 산업안전보건상의 직무스트레스 위험평가
한국은 OECD 국가 중 산업재해가 많이 발생하는 국가로 산업재해 발생을 예방하기 위해서 1986년 산업안전보건법을 제정하여 노동자의 건강을 보호하고 있다. 그러나 노동자의 건강을 보호하는 측면이 신체적 건강에 주력하는 것으로 노동자의 정신건강을 보호하고자 하는 인식과 대책은 미흡한 실정이다. 이에 본고에서는 이미 노동자의 정신적 인 건강 에 주목하여 예방 정책과 대책을 펼치고 있는 독일의 상황을 고찰하였다. 먼저 독일 노동자의 정신건강에 대한 논의과정과 산업안전체계를 통한 제도적 지원과 대책을 살펴보았다. 독일은 4차 산업혁명으로 기술적인 변화와 함께 노동자가 고령화되면서 산업구조 및 노동환경 전반에 변화가 발생하였고, 노동자의 정신적인 문제가 업무에 큰 영향을 미치고 있는 것으로 파악되고 있다. 이에 따라 최근 20여 년간 노동자의 정신건강이 노동정책 중 중요한 이슈로 부각하였고 산업안전보건 정책에서 노동자의 정신건강을 관리하는데 주력하고 있다. 특히 2013년부터 산업안전보건법에서 노동자의 심리사회적 위험요인을 평가하는 ‘직무스트레스 위험평가’를 실시하도록 하고 있다. 정부와 산재보험이 협력하여 직무스트레스 위험평가를 위한 ‘상담과 감독’ 관리목록을 만들어 노동자의 심리사회적인 요인을 고려한 노동환경을 만들 수 있도록 방향을 제시하 고, ‘직무스트레스 위험평가’를 정기적으로 실시하도록 하고 있다. 본고를 통해 한국 노동자의 정신건강에 대한 관심과 인식을 확대하고 산업안전보건 정책에서 노동자의 정신건강을 보호하는 제도적 대책 마련을 위한 기초자료로 활용될 수 있기를 기대한다.
Job Stress Risk Assessment in Mental Health and Industry Safety Health for German Workers
As a country with the most industrial accidents among OECD countries, Korea enacted industrial safety and health act in 1986 to prevent industrial accidents and is protecting the health of workers. However, as protecting worker’s health means focusing on physical health only, recognition of and measures for protecting worker’s mental health are insufficient. Accordingly this paper already focused on worker’s mental health and considered the situation of Germany that had prevention policies and measures. First, it looked at the discussion process about mental health among German workers and institutional support and measures based on industrial safety system. With the 4th industrial revolution, Germany faced technical changes and German workers were aging, which caused overall changes in industrial structure and labor environment and workers’psychological problems had a lot of influence on their work. Accordingly worker’s mental health has emerged as an important issue among labor policies for the recent 20 years and the country’s industrial safety health policy is focusing on managing worker’s mental health. Especially the industrial safety health obliged‘job stress risk assessment’which was intended to assess worker’s psychosocial risk factor since 2013. The government cooperated with occupational health insurance to make a‘counseling and safety monitoring’management list for job stress risk assessment and provided directions for making a labor environment considering worker’s psychosocial factors and ordered to conduct‘job stress risk assessment’on a regular basis. This paper is expected to be the basic data for expanding Korean workers’interest in and recognition of mental health and establishing institutional measures for protecting worker’s mental health in terms of industry safety health policy.
