독일 통일의 앞걸음 : 동서독 정상회담의 회고와 독일 사민당의 ‘신독일정책(Neue Deutschlandpolitik)’ 발전 및 성과 고찰
본 논문은 통일 이전 독일연방공화국의 독일정책과 동서독 정상회담의 성과와 의미를 독일 사회민주당(Sozialdemokratische Partei Deutschlands: SPD, 사민당)의 ‘신독일정책(Neue Deutschlandpolitik)’ 시기(1969-1982)를 중심으로 분석·고찰해 보고자 한다. 이를 위해 우선 분단 후 통일 전까지 서독의 ‘독일정책’이 어떻게 변 동되었는지, 독일연방정치교육센터(Bundeszentrale für politische Bildung)의 “독일 연방공화국 독일정책(Deutschlandpolitik der BRD)” 시기별 구분(총 5시기)에 따라 그 주요 특성을 새롭게 점검해 본다. 이후 신동방정책을 기반으로 기존의 힘의 우 의에 의한 정책에서 ‘접근을 통한 변화(Wandel durch Annährung)’로의 과감한 정책 전환을 추진한 빌리 브란트(Willy Brandt) 총리의 독일정책과 동서독 정상회담의 성과와 의미, 그리고 그동안 국내 연구에서 크게 주목받지 못했던 헬무트 슈미트 (Helmut Schmidt) 총리의 독일정책의 성과와 의미를 동서독 간 실질적 교류협력의 변화를 중심으로 분석하고자 한다. 아울러, 본 연구는 ‘신독일정책’으로의 전환 과 정에서 이루어진 동서독 정상회담의 대표적 성과로서 동서독 양국 간의 새로운 관 계를 제시하고 평화적 통일의 기반을 마련한 ‘동서독기본조약(Grundlagenvertrag)’ 을 주요 주제에 따라 해당 조항들을 선별·분석함으로써, 기본조약의 의의와 평가 에 대해 논의해 보고자 한다. 끝으로 브란트-슈미트 총리 집권 하에 이루어진 ‘신 독일정책’과 동서독 정상회담의 성과와 의미가 한반도 평화 통일을 위해 제시해 주는 교훈과 시사점은 무엇인지 고찰해 본다.
A Forward Step for German Unification : Retrospect of the East-West German Summit Meetings and the Study on the Development and Achievements of the SPD's New Deutschlandpolitik
This study aims to analyze and consider the Deutschlandpolitik of the Federal Republic of Germany (FRG) before the German reunification and the achievements and significance of the East-West summit meetings with a focus on the era of the ‘New Deutschlandpolitik’ (1969-1982). We will first explore how the FRG’s Deutschlandpolitik evolved until the two German states were reunified, according to the characterization of the five eras of the FRG’s Deutschlandpolitik by the Federal Agency for Civic Education (Bundeszentrale für politische Bildung). Then we will examine the achievements of the Deutschlandpolitik and the East-West German summit meetings of Chancellor Willy Brandt who pursued a drastic policy transition toward the “change through rapprochement (Wandel durch Annäherung)” and also the consequences of the Deutschlandpolitik of Chancellor Helmut Schmidt, giving special attention to the gradual and practical development of intra-German exchange and cooperation. In addition, this study discusses the significance of and the evaluation on the Basic Treaty (Grundlagenvertrag) of 1972, which created a new improved environment for the inner-German relations and provided a foundation for a peaceful reunification, based on the selective analysis of the main articles in the Basic Treaty. Finally, it considers the lessons and implications for a peaceful reunification of the Korea peninsular drawn from the the New Deutschlandpolitik and the achievements of the East-West German summit meetings under the Brandt-Schmidt chancellorships.
