This paper deals with a new form of citizen participation in local administration in Germany. So far, citizen participation has been done through various methods of participation such as citizen panel, consensus meeting, public hearing, online participation, citizen dialogue. In particular, the goal of local governments is to reflect the will of local people involved in urban development, planning and policy decisions through participatory democracy. This, of course, has increased citizen participation in order to minimize adverse effects of policy decisions, to collect opinions from local residents, to minimize administrative conflicts and conflicts among citizens. Most German local governments have focused on strengthening citizen participation in key policy decisions, raising the value of direct democracy and strengthening citizens' accountability and self-determination. In this context, this study analyzed residents' participation and political and administrative development according to important administrative process. The result of this process was analyzed as a new paradigm where the political and administrative changes and roles played a role in expanding citizen participation and developing mature democracy through dialogue with citizens.
