Die innovative Verwaltung und Wandel der Verwaltungskultur in Deutschland
This paper deals with the innovative administration and the change of administrative culture in Germany. It addresses and analyzes the following key areas: the theoretical background of the thesis, the reason for administrative reform, the change of administrative culture and the use of IT in administration. In Germany, the change of administrative culture is a new form of digital change, an open government, and an electronic participation and dialogue with citizens. According to the results of this study, changes in administrative reform and administrative culture in Germany are considered to be very important for dialogue with residents who have combined various administrative tools, information and communication technologies. In particular, administrative reform in Germany is changing existing administrative culture and innovative thinking. In other words, many local governments in Germany can find positive examples of the changes in administrative culture. As a representative example, local governments increased the participation of citizens through dialogue, strengthened direct democracy, and minimized political conflicts. In addition, politics and administration played a leading role in changing existing mindset and administrative culture, and moreover, the concerning administrative bureaucrats were analyzed using various methods and original models of innovative administration.
