유럽연합의 국제개발협력정책의 형성과 제도화에 대한 유럽통합이론적 탐색 : 국가 중심적 접근법 vs. 다층거버넌스적 접근법
유럽연합(European Union, EU)의 국제개발협력정책의 특성은 그 행위자의 독특함에서 찾을 수 있다. EU의 국제개발협력은 회원 각 국이 독자적인 국제개발협력정책을 수행할 뿐만 아니라 EU 자체로 독립적인 정책을 실시하고 있으며 다자적 원조제공자로 세계에서 가장 많은 원조를 제공하고 있다. 본 연구는 EU국제개발협력정책이 어떻게 형성되고 제도화되었는지를 설명하기 위해 정부간주의에서 시작되어 국가 행위자의 역할의 중요성에 주목하는 국가 중심적 접근법과 유럽통합이론의 (신)기능주의적 접근에서 시작되어 초국가 행위자의 역할을 중심으로 설명하는 다층거버넌스적 접근법의 두 시각을 바탕으로 탐색하는 것이 유용함을 주장한다. 선행연구들은 EU국제개발협력정책의 규범성에 중점을 두고 있기 때문에 주요 회원국의 이익 혹은 회원국의 확대의 측면에서 정책의 형성과 변화를 이해하려는 관심이 적었다. 따라서 본 연구는 회원국의 확대 요인과 EU국제개발협력정책의 확대의 측면의 상관관계를 통해 대외정책으로서 국제개발협력이라는 영역은 EU 회원국이 확대되는 과정에서 그들의 국익을 반영하며 형성되고 제도화되었음을 보여준다.
A Study on the Formation and Institutionalization of the EU's International Development Cooperation Policy through the lens of the theories of European Integration
The characteristics of the international development cooperation policy of the European Union (EU) can be found in the uniqueness of its actors. The EU's international development cooperation consists of not only member states’ policies for international development cooperation, but also the EU institution’s and provides the world's largest assistance as an independent multilateral donor. This study argues that it is useful to search based on the two perspectives of European integration theories: a state cent approach which focuses on the importance of the role of state actors and a multi-level governance approach that emphasizes on the role of supranational actors. Since previous studies on EU international development cooperation policy have focused on economic or normative role the EU, there is little interest to understand the formation and change of policy in terms of interests of major member countries. Therefore, this study shows that international development cooperation policy of the EU has been formed and institutionalized reflecting the national interest in the process of enlargement of the EU.
